Services given  for the preparation of the strategic plan are listed below:
• SWOT (Strengths, Weaknesses, Opportunities and Threats) Analysis
• Fixation and Analysis of the Shareholders
• Internal Analysis (Analysis of the structure of undersecretariat, human resources, financial resources, corporate identity, technology level etc.)
• Meetings with the supervisors of the departments about the current status and expectations in the head organization
• Fixation of the staff expectations in the head organization
• Fixation of the staff expectations in the country organization
• Examination of the expectations and current administrative structure of the custom departments of countries that have border gates with Turkey
• Examination of administrative structures and customs guarding services of USA, and member  and candidate countries of Model European Union
•  Development of criteria and specification of techniques that are going to be used in order to  prioritize the mission, vision, principals, strategic target and goal proposals
• Meetings for the development of  the mission, vision, principals, strategic target and goal proposals in the head and country organization
• Specification of the mission, vision, principals, strategic target and goal proposals in shareholder public bodies and professional institutions
