Strategic Management System – Model and Software

Project Details

:

This project aims at the following
1. Research on and design of Strategic Management Model based on international experiences which would also be reference model for all the other public agencies,
2. Development of Process Management Model and organizational framework in aligned with the Strategic Management Model,
3. Development of Performance Based Budgeting System based on the Strategic Management Model,
4. Development of software to support the newly developed models and subsystems in electronic environment,
5. Capacity building through training and consultancy on the designed subsystems and software for the users and the management.

The final phase of the Project involving the revisions after one year of implementation will end in March 2009. The main deliverables are:
•    Ministry of Finance As-Is Analysis (SWOT, stakeholder, PEST analysis)
•    MoF Strategic Plan (and the revised 2nd version)
•    Training
•    MoF Performance Measures
•    MoF Performance Based Budget (first public budget approved at the Parliament in 2007; the second one completely developed over and delivered through the developed software in 2008)
•    Activities/Projects, Costs
•    Strategic Management Model and Performance Based Budgeting Model
•    Strategic Management Model and Performance Based Budgeting Software (Revised and opened to general usage for all public agencies through the central budget management system)
•    Strategic Management Thesaurus
•    Process Modeling Guide in Public Agencies
•    Process Modeling Notation
•    Process models of all expenditure sub-processes
•    Related modules of SGB.Net
